According to correspondence on local social media, in September, the decorating of houses like this means that the owners welcome trick-or-treaters.

There appear to be fewer houses decorated in this part of London this year; perhaps the owners’ children are now older and no longer involved in trick-or-treating?  But there seem to  have been fewer pumpkins on sale.
